He will argue that (i) Germany is in bad shape and (ii) most of it is bureaucracy's fault.

The graph nicely illustrates what one may regard as a worldwide tacit agreement on climate policy: We continue to increase the consumption of energy, and generate it sustainably.

The agreement is only about the general direction - the numbers in the graph need improvement of course.
