Right, but who would enforce it? It sounds like the budget is already funded from local revenues (in contrast w/ agencies), so it's not like Congress could threaten to shut off the funding, right?

Awesome thread, thank you for sharing. You said that DC's budget is already funded, so what happens if DC govt just ignored Congress when they say to cut a billion dollars... Is that possible?
