So in the end it is a commercial decision (that actually I support) for all the reasons above. There's definitely a cost that an operator would unlikely recover by adding fees to carrying pets.

I agree but a size of dog, a box, woofing, toileting issues, owners that don't care about the impact of their dog on others who may not like or appreciate dogs is a big consideration. I once travelled on a TGV with an owner who did not gove a damn. The dog 💩 in the carriage and it was vile.

Yes is (and was planned) with a tunneled spur off HS1 between Stratford and St Pancras. Can't use NLL because of rolling stock gauging issues

Agreed but it is also a question of demand vs costs and other passengers may dislike having pets on board, and of course toileting of said pets (ferries have the space for this).

Simply because track layout at the eastern end of the station does not permit trains to cross from the up/down lines of HS1 making it operationally difficult to use, not to mention of course the departure concourse can only hold around 300 due to fire regs (same as Ebbsfleet)

Passport checks cannot be done any more on board (like they used to be done in the good old days before a stupid referendum) because of digital borders and the infrastructure required to support digital borders. Not practical. Not to mention the requirements to scan baggage

I've done it in France 🇫🇷 a lot. You have to make sure that the booth where you pay says "classe 5" (motorcycles) as it sometimes miss detects you as a car. If so, press the help button and say "classe 5 SVP" and watch the price reduce significantly. Keep payment cards and toll booth tickets at hand.
