By my reading they are using 'post-liberalism' as a name for the slide towards authoritarianism. He's criticizing the forces that have taken over conservatism and arguing they are no longer concerned with the political middle ground between authoritarianism and collectivism.

Bring back civics for sure, but I wonder about those given a proper education and still choose to ignore it. Anti intellectualism plays a large part.
