NATO, minus anybody anticipating invading another member, negotiate and sign NATO2 agreement. NATO2 only comes into force if say a member invades another. Just for fun, get Ukraine to sign as a new member should NATO2 be triggered. If Putin has leverage on someone. Does this change things?
