That's the idea, yeah, vendors can now ban high fee cards and allow others, as opposed to a full price hike/any card fee

to add, because credit card rewards(5% cash back) programs are specifically funded through merchant fees

Again, assuming functionality, I think a large chunk of the rich will pay a premium to further distance themselves from humanity. Even if they pay a person a lot to work on holidays, they still feel bad seeing it. They will pay more to not feel bad.
