Interesting. Grad Plus was born in reconciliation (not in an HEA Reauth) during 2005-06, apparently hatched by a bunch of Hill staffers and FFELP lobbyists over Thanksgiving weekend 2005. There was never any serious thought, no hearings, no studies or analysis

Correct. Cheney was Constitutionally ineligible to serve as VP, but the federal courts dismissed the case as a “political question.”

Providing outcomes transparency, via something like Scorecard, on those masters programs, might help at the margins, although the other changes might be self-correcting. Actual oversight/enforcement seems unlikely.

This is current baseline. Direct Loans to graduate students would return to profitability if the govt 1) returned to the PSLF parameters that existed in 2016; 2) returned to the IDR parameters that existed in 2020; and 3) had access to longitudinal income data in their models (ED/OMB/CBO).
