Thinking about it from an entertainment perspective, a natural 2 is just about as unlikely as a natural 1 to succeed any given check, unless your modifier is crazy high, so I wouldn't be surprised if 2s and 3s are sometimes reported as 1s because a nat 1 is perceived as being funnier.
