No I'm asking is that a municipal, state, or federal responsibility? Especially if it's local, is the idea for the revenue from the chargers to fund their upkeep or would that need to be subsidized?

Not wrong, exactly. But slow charging for every parking space on a block needs more electrical capacity than just streetlights and meters, so there's a capital investment needed. And at least some kind of plan for maintenance. We should do these things; that we don't shows our priorities, for sure.

I agree this is helpful but personally I often sit down in front of the TV without my phone handy so I don't succumb to multi screen distraction. I wish Google would put some UX work into the TV interface

There's a lot of tilting at windmills. I wish we didn't have a culture of drive-by posting angry responses without understanding context. Left-of-center folks are angry, and that's understandable, but listening/reading is not an optional skill if we are to change the future.

There's no evidence the guy in question is a Trump voter. He is at the very least someone who might be convinced to vote D next election. I think a response like "I'm sorry the Republicans did this to you; join me in voting them out" might get more traction.

I agree in general with you, but I do have a "but sometimes" that I think should be considered: there's a lot of US cities that use cars a lot, but do not have much off-street parking. Municipally-maintained chargers on every parking spot? Might be hard? Maybe some centralized charging is better?

My experience is that "brainrot" refers to a specific genre, not nonsense news like the Aldi story. Could just be how I see young people using the term.
