Other mechanisms, such as greenfield development by social enterprises and state-led housing production also help; but they target higher and less numerous income groups, and have higher unit subsidies. Importantly, many subsidies and financial contributions are not explicit and/or are not tracked

We found that the only mechanism affordable to the lowest income groups is community-led in situ upgrading, with a component of sweat equity and a subsidy for infrastructure. Community-led housing construction under simliar conditions is suitable for those who are ready to undertake this commitment

The first mission took place during the last two weeks. It focused on gathering insights on two key components of the new National Housing Policy approved by Cabinet last year; in which me and several dear colleagues were significantly involved.
