This was one of many goals, and most were probably successful beyond any prior Republican administration's wildest dreams. Racism (and now overt white nationalism) has always been part of the agenda along with privatization, deregulation, and the strangulation of government services.

It goes back to first principles: privatization and deregulation have always been priorities. An easy way to achieve both goals is to destroy the responsible agency. The data theft was Elon's price for doing the dirty work and briefly taking some shit for making a hash of things along the way.
