Last, exit row passengers also must be briefed by flight attendants during the boarding process on their possible duties in the event of an emergency.

But flight attendants on ICE flights aren't allowed to talk to migrant passengers! So how can they do that????

Next, exit row passengers must speak English. That may sound unfair, but it's because emergency instructions from flight attendants are in English.

Now, plenty of migrants in ICE custody speak English, but the chances of incorrect seating are certainly higher.

Passengers in exit rows must be able-bodied, capable of lifting the 30-pound emergency exit window and throwing it outside.

Here is the 737 emergency exit window -- how can a person in handcuffs, which are attached to a waist chain, reach those two handles? They cannot.
