I can understand the frustration when on a wide empty road and limited to an artificially slow speed. And also the risk when you’re the only person doing 20. But slower speeds improve traffic, and are safer, not just for the driver themselves but for means fewer accidents for others that delay them!

Annoyance is already a bylaw on the railways but really not easy to enforce. Although people still drink on TfL, but less now it’s been openly banned.
