In any case, the President does not have the authority to dictate Fed policy anyway. If the Fed ever has to ask Congress for money that could change.

The Fed has been in the red for the last couple years, though it's in a "deferred account" so it hasn't cost Treasury anything yet. Post-Great Recession, the Fed acquired a huge amount of assets. To go back to open market operations, they'd have to sell off a big chunk. How big is anyone's guess.
