Don’t get a bad head unit. Mine are very quiet with the rare exception of the reverse cycle in winter time for defrosting the external parts of the system. But even that is fine.

Covering parking lots with solar is really great. But it hardly amounts to a power plant. And it is more expensive to design, permit, build, and maintain than a ground mounted array in a field.

Anywhere that has an outdoor electrical outlet is capable of charging a car. There are orders of magnitude more places to charge an EV than fill a gas tank.
