According to the handy dandy Google, Tbilisi (spelled w 3 i's) has a metro area population of 1.5M and Georgia 3.8M. DC metro area population = 6.3M.
Conclusion: DC has the population, they are just protested out.

It also doesn't sound that way if you pronounce all three "i"s like the way Georgians say it... and Russians.
