Basically, if they aren't explicitly racist themselves, they are led by racist and are the product of a deeply racist society.

The Adders said they wanted the banner that flew during the Autumn war (The War between Ala Mhigo and the Original Eorzean Alliance a century before the events of ff14), but seeing as most of the Adders' recruits come from the Wailers, Quiver's and Conjurers and are ruled by the Seedseer Council...

Beyond that their flag itself is reminiscent of the very same racist structure, it's a symbol representing the union between Hyur and Wildwood, and completely leaves out the Keepers of the Moon, Duskwight and Lala minorities in Gridania. Alphinaud makes this point in ARR.

Well the Twin Adders themselves don't, but they are the effective military wing of a City-State whose entire existence is predicated on a racist structure. So they are, at the very least, complicit with the abuses of power that go on in Gridania.

Now, the Twin Adders are generally more tolerant, they accept everyone and anyone, but the Lancer's Guild, Archer's Guilds, Conjurer's Guild, etc. are very explicitly marked by their racist history which has only just started to change since the 7th Umbral calamity. so.

+Dangerous because they don't respect the Elementals as much, as such they are persecuted and treated broadly with suspicion. Because of this discrimination, in turn, the Duskwight often turn to banditry and poaching to survive because they are often shunned from Gridanian society.

Duskwights in Gelmorra, in contrast, did not. They stayed in Gelmorra and resented Gridanians. Eventually for reasons I don't believe are every fully elaborated on the Duskwight elezen went above ground and joined the Gridanians but the Gridanians believe broadly that Duskwight elezens are+

So basically all of Gridania is racist towards Duskwights. This is mostly a religious difference. When Gridania formed it was from people who lived in Gelmorra and wanted to live above ground after the Sixth Umbral calamity (The Great Flood). Mostly Hyur and wildwood Elezen went above ground.
