It was rhetorical. Trump has said he admired the Bastille Day parade; the arc he is planning for DC is definitely copying the Arc de Triomphe. I am familiar with it’s history, Plump is not. I doubt he knows much about the French Revolution or guillotines.

Native NYer here. I left Manhattan in the 90’s. I can tell you it’s been that way as long as I can remember. A big part of the problem is housing. Many condo associations and most landlords wont’t take dogs so that if people move, sometimes they have no choice.
