Yes true; some things have been explored enough to become commodity, so you can impose a standard (along the lines of mandating USB C for phone chargers, etc)

I think we *have* to find a way of doing this without centralisation to address the complexity of public needs. There's valuable work to be done in creating a vision of what good looks like; more of an outline than prescriptive specification (eg pattern language www.garethrees.co.uk/2020/03/08/b...)
