It looks to me like he was just out there offering encouragement, and making sure they weren't hungry (in the same way Jan 6th was a bunch of tourists just walking around the capitol)

The whole country would do well to listen to the answers to the tough questions, so that we can LEARN from the failures and what caused the loss of life that could have been avoided; like, perhaps requiring emergency weather notifications at sites where people may live or visit, even temporarily.
