When I worked in retail, first thing they'd tell you is once they're outside, leave them be and don't chase them...not only because they might hurt you, the employer isn't responsible for YOU chasing them. Shoplifters are annoying but not worth your safety/freedom.

I was on a case with a BW accused of DV against her spouse. The case had a few holes and police weren't consistent in their account. I steered the verdict to acquittal.
