In CMD prompt, type " Dism.exe /Online /Cleanup-Image /Restorehealth "
Wait for it to finish, and then do " sfc /scannow "
Wait for it to finish, then restart PC.
This is something I've had to do when the taskbar disappeared, and it came back after this! Let me know if it works
