According to the last CitCon, the Pioneer won't be released alongside the initial release of BaseBuilding.
Since the complex nature of the RSI Galaxy's modularity (and ship modularity in general), my guess would be that the Starlancer BLD will be the first Flight Ready BaseBulding-Ship.
