If they DO hold the vote, they have to go on record for/against...
EITHER way, the subsidies aren't going to expire 'all on their own'
So instead of millions losing their healthcare quietly, the republicans have to take a chainsaw to it, publicly, for all to see

Here's the thing, though...
Without the shutdown, the subsidies would have died quietly, and by the time people were aware, it would have been too late.
