This is "The Empty Library" in Berlin, set into the cobblestones of the Bebelplatz to memorialize the book burning by Nazis May 1933 on that same plaza. Forbidding books and other drastic measures is the move of weak and contemptible rulers. That’s the only way, they can accomplish anything🤬
