Historically, countries have shared pathogens so tests, vaccines, and medicines could be developed. But benefit sharing, even though long recognised in international law, has mostly failed in practice. Patients information and pathogens shared freely, but profits privatised.

The EU may be institutionalising biopiracy, just not at home. In WHO talks on the Pathogens Access & Benefit Sharing (PABS) system, the EU is opposing accountability, transparency, and fair returns to countries that share pathogen data.
