It's all about making more money. They want to lower expenses, so they're going for cheap labor. When people are desperate and uneducated, they can't negotiate for living wages. And let's not forget the one still-legal form of slavery for those who are incarcerated.

Oh, this was decades ago. I don't believe it's in our area where we live now, and as long as we steer clear of prairie dogs and idiot college roommates, we should be fine.

My wife has been exposed to it twice and has needed prophylactic treatment. It's very unpleasant.

It's still around! It infects a few people every year and even a single infection is classified as an epidemic.
