I am unfortunately going on the job market this year and it's helpful to find out how universities are interpreting this new policy. USCIS recently announced that the fee doesn't apply to people changing their status (i.e., F1 to H1B) in the US, but I don't know if universities know this.

This is so helpful. Thank you! My question: some applications I have seen have individual questions for all the criteria in the application form. Is a cover letter still necessary in that case? Because it would just be the same things I already put in text boxes for the individual questions.
