there’s a well-known econometric identification problem here though. if trend is shifting down consistently, but the cycle adds ups and downs, it’s possible that the “ups” of the cycle cancel out the trend just-so, creating the illusion of plateaus. can’t distinguish the two from time series alone

a really nice punctuated equilibrium chart that i think is relevant here is this one for employment in “routine” occupations from Naimovich Siu (2012)
