It's incapable of understanding the concept of evil outside of a dictionary definition.

It's technically incapable of being evil.

And yet it's convinced at least five people that we know of to kill themselves.

I would define that act in itself as inherently evil.

If you start telling the machine that you're suicidal and you want to kill yourself, the machine will simply feed you steps on how to complete this task miles validating your darkest fears and encouraging you to go through with it the whole time.
