Or g'ment could introduce a new "use class" which captures both hotels and hostels. So can switch between.
The main issue on all these would be - all hotels could make use of such national provisions. I would make it time limitted so it's not worth it for "proper hotels" to change to hostels.

The way British media is covering this, the questions at the press conference - it was disgusting. Chris Mason, Preston, Beth Rigby; they were all awful, such hostility in their tone, such unserious framing. Disgusting.
