Is that right David? In effect this looks like the UK/France/UA proposal sent into the WH doesn't it? 180deg US turn as Europe/UA now fully involved, guarantees mentioned, potentially children returned and so on.

I think he wants 150yr+ military bases (think ~Hong Kong) along Canada's Arctic coast to control NW Passage when sea ice goes - as it will soonish.
