Anon: I'm a Frobin Shipper and I always read Robin's Tequila Wolf number as Franky and Robin birthdays. I read something else here on Tumblr about 39 is no related to Franky, but it is a summary for say Thank You (3 is San and 9 is Kyuu), then "Thank you Nico Robin (2 is Ni and 6 Roku, Robin?). Then… thanks Robin for what? I don't remember XD Frobin: Hello fellow FRobin Shipper!  (I love to write that) I know exactly where you read that. XD It was an anti-FRobin posting (or on this blog). The baseline was “Look at the stupid FrankyXRobin shipper who think this is actually a hint! It never meant Frankys birthday!” And actually there wasn’t more to it. They just said it does not mean it’s a combination of both their birthdays. Nothing more, nothing less. XD  Even though they weren’t completely wrong with their interpretation. I don’t speak Japanese but as much as I understand it it goes like this: 3-9 can also be translated as  San = 3, gu/ku/kyuu = 9, and it was decided to be Frankys birthday because of the word Saibōgu "Cyborg". But can also be read as San Kyuu “Thank you” Well, it’s up to everyone to decide what they want to read but... ...come on! Oda put the number 3926 on Robin! And easy to read and for the whole world to see. And it’s fact that it’s both Franky and Robins birthdays!  9th of March (9.3. or 3.9. // 39 ) and 6th of February (6.2. or 2.6. // 26)! So, yeah I think it makes sense to thank Robin for just existing. But also...  ... come on, Oda. Just make it canon.
