I might be wrong, but wasn’t Minty unable to be romanced prior to patch 6 or 7 unless you were evil or did a work around (knocking her unconscious in the keep)
Lower numbers could be from less people doing evil runs or trying to KO her in the early stages leading to less opportunities for romance
