Just replied to them to point out that LOS actually is defined objectively because I saw the “junk science” framing as kind of sidestepping the real issue – optimizing for too good, as you say.

Your post implied that the underlying concept of ped LOS is “entirely subjective”, and that “junk science” leads to bad design standards like these.

That’s not right – the reference objectively defines ped LOS and tasks the designer with sizing the platform to achieve the selected LOS.

Pedestrian LOS is not “entirely subjective”. It only “seems to be” that way if you don’t even bother looking into the sources that are cited right there in the text.

Pedestrian LOS uses density thresholds, as does highway LOS.

It’s not bad to cut and replace a slab. The result looks better than patched asphalt. Concrete is used even for some ramps on asphalt paths because the handmade slopes are cleaner and last long enough to justify up-front costs.
