Someone should explain to Musk that we do not have a direct democracy. This is a representative democracy, and the so-called bureaucratic state was created by our representatives. Changes to that system should be left to our duly elected representatives.

This is an important point. The efficacy of a vaccine is two prong. The first, obviously, involves the effectiveness of the drug itself, and the second prong is the extent that it is being used in the community. No vaccine is 100% effective. Reduced spread is a result of widespread vaccination.
