Cities like Berlin responded slowly, reacting to court rulings with enforcement and then gradually adopting changes. Cities in Eastern & Northern Europe took more agile and radical approaches. I interviewed Dr. Eliška Drápalová, one of the study's authors, to explore how these responses vary according to each city’s regulatory instruments, capacity to learn, digitization level or technology literacy. New regulations were the most common in both sectors, with 104 or 52.5% of cases (2/3).
