So, what Patel is confirming here is that they passed the legislation to do Brexit without a plan as to how it would actually work.

It is, but this year I got so sick of worrying about paying for everything that I took some money out of my savings to pay for it. I haven't felt so stress free or unworried about Christmas for years. Bugger it! I'm going to enjoy the pleasure of giving NOW.

I'm in UK and have benefit of NHS. Seems to me patients pay money and expect to receive healthcare benefit in return if they need it. Ins Cos want their money but don't want to pay out. It's a dilemma. But customers should get what they pay for shouldn't they?
