I agree it would make the most sense if what's given as a foul anywhere else on the pitch would also be a pen, but there seems to be a bit of a grey area in these situations. Sort of "you got your shot off, you had your chance"

Just saw the highlights now, and I don't agree that's the same situation. That didn't look like a shot to me, looked like he just took a touch past the defender then was clipped

I’m not arguing that, just saying those usually aren’t given. Just heard Shearer and Given in the studio made the argument “he got his shot off”. Just feel like that’s been the rule forever, written or not (I have not read the rules)

Isn’t that how it’s always been? If the tackle is not stopping the player from getting the shot off, no penalty is given. It’s a free kick anywhere else on the pitch of course, but somehow I’m fine with that difference
