Both. Niche webinars, close to ICP pain points - i want quality names over quantity. Then sales team call all registrations, post webinar. We have a long sales cycle, so I add any leads not interested immediately to our nurture email campaigns (no hard sell eg free insights), keeps us front of mind

What number of attendees? For first one only 15 registered (find c. 30-40% will turn up) so only about 4 'live'. But attendees wouldn't have known. Good news, seems no correlation between attendance and if lead will turn into SQL. Focus on just being interesting and human, doesn't need to be slick

It works for us - B2B SaaS company. I suggest starting small (the first few should be for testing the format, tech, set up etc - better to do that on a smaller audience). Then try different topics and get to understand what your ICP wants. Also utm track all routes/platforms you're inviting people.
