When I attempted to view the link the first time, it timed out. It loads now. I do notice that the root of your domain seems to resolve somewhere else.. I'm guessing the initial delay I experienced was a dns or cdn issue? Definitely wouldn't be because of the static html file you were publishing.

I see. It's been a while since I've had the OSs on a single disk. Assuming you are using UEFI? The bootloader is stored on the disks ESP. If you have 1 disk, there is only 1 ESP. So windows will try and manage that ESP bootloader disregarding other systems. Hope that helps. Tldr. Get another disk

Are both operating systems installed on different partitions on the same disk or do you have dedicated disks for each os? I'm just curious what's different from yours to my setup at this point.

Not defending MS, but I run a similar setup and have literally never had this issue. Check the bios/UEFI boot order. Make sure grub is prioritized. First option when turning your machine on in grub should be your linux distribution. Now, if MS does update its bootloader, it won't overwrite grub.
