My guess is they might be going off of confirmations from satellite imagery. IIRC the first images to come out just showed clouds at two of the main airfields but I don't know if any other images from later in the day are available.

Nice thought but I refuse to believe it's feasible. Overlooking the issues youve named. there's always gonna be some MF in BFE (insert state name here) that's sitting on 1M tons of prev. undisc. coal & needs some way of offloading it. Does the gov buy that? Or does it go to polluting country X here?

I still don't understand your point. Economics is literally the study of the physics of money and trade. Law and policy play only a secondary role in influencing it. Your argument seems to me that we have to divorce physics from studying the speed of light because Tesla makes a sub par product.

I'm not sure what you're saying. For the Roman King., Rep., Emp., mercantilist Europe, or the USSR, Econ's an immutable force regardless of your legal POV. Econ uses the same math, physicists use to test model describe its own theories findings dogmas. Econ is more a science than a legal discussion.
