Rogers describes change as being caused by the evolution or “reinvention” of programs, products or services, so they become a better fit for the needs of individuals and groups. By constantly lowering the perception of risk, you are leveraging the foundation of Rogers' model of diffusion.

But more importantly he doesn't seem to understand that Everett Rogers (the creator of Diffusion of Innovations) always said that trying to get people to change their behavior is never a good idea.
