It's pretty telling that we have started to see actual "motions for administrative stay" from the government (and maybe other litigants, I dunno). A device that is supposed to be about the court's own docket management is now being invoked by parties, because they correctly perceive a benefit.

The cases cited at fn5 suggest the court should at least point to some new development, or something that only became clear through briefing and argument. Here, there seems to be nothing more than pure disagreement with the motions panel, based upon a procedural posture that was clear all along.
