There's a spoofy(?) open letter to Democrats, fraudulently attributed to Liz Cheney, that seems cut from the same cloth. Its first recommendation is similar to what you're suggesting here: Form an independent, civilian powered investigative coalition.

Though, Jamelle, I would love to hear your case for why certain unnamed individuals should not be considered evil. My list is growing longer. To make it onto my "evil" list, a person must deny the equal humanity of various groups. And from that, nothing but evil flows.
