So the answer is that the rule based international order is not failing as a whole, right? Partly failure and normative shortcomings don’t lead to a complete failure of the concept or would you disagree?

A bit of both? The order has developed from previous failures (eg UN Monitoring bodies and international accountability in some areas of int’law), but still is not designed to be normatively perfect solution due to the competing state interests. Times of crisis demonstrates this fragmentation well.
