It is an M4 Mac. I am unsure if Image-Line has released an official ARM version so if they haven't then yes is the answer to your question.
It's not even like it doesn't feel smooth, it is just some third-party (and in some instances Harmor) just hard crashes. Ableton has always been fine for it.

I actually am an avid FL user since 2017 but i’ve found on MacOS i’ve drifted away from it. Feels a lot more unstable on my Mac. I have also been using Logic and Pro Tools for university so I am fairly used to switching between the different workflows.
