Danger or "fairness" is generally the reason given. Which is once again why I ask. If you're going to make such a division why not bright line it. The fencer who took a knee routely went against cis boys. Why not lump them into the new division for fairness?

That's fair. I just think it's important to gently poke at the assumed pre-defined line. I'll note generally the pro trans argument is "figure out an acceptable length of full hrt, enough to minimize the difference.".

What's on the table is a Hyde amendment.
A Hyde Amendment essentially says that a hospital that takes government funds for any purpose cannot provide that sort of care.
That's also why abortion, before it was banned was restricted to a tiny number of providers that did not take government money.
