Looks like the public comment window isn't open yet, as we have to wait for the proposed rule to be published on the federal register. We'll need to circle back. @nrdc.org Do you think you could help get the word out when the public comment period goes live?

Came to post the glassine recommendation that others have already shared. Fewer chemicals than any of the sprays, and works better too. Happy drawing.

Background noise of paper texture/color/etc. will be recognized as an image, separate from the text.
Hover over the image portions
Select and delete.

Keep an eye out that the software hasn't mistaken text for image. Sometimes individual words get caught up as image.

Great for scans of old books

Quick and dirty method if the text is still distinct:
In Adobe Acrobat Pro,
Open File
Select Edit
Usually the software with automatically perform a scan/text recognition (you may have to ask it to).
