It is refreshing to see these kinds of questions, since they suggest these questioners come to the bar with plenty of fundamental tech skills (so we can move to higher value questions as a result). No longer can we accept the raised eyebrow reaction from legal leaders (“that’s too techie…”)…

Fair enough. But is this delegation clear and unambiguous? Seems to be trying to hide that it’s telling FedReg to go online. And future archivists will now need to depend on the only 2(!) printed paper copies kept in DC to absolutely prove something (as who would really trust the online?)
